i don't think countries like india and USA which aren't gonna run out of income sources in the foreseeable future need a fund like that . especially for india when we have so much to do to still fix poverty and raise living standards , countries that have these funds only use 1 income stream (usually oil and gas) to put money in these funds but for us , we will would have to set aside a percentage of our annual budget for this and who's gonna decide correctly what that percentage is and shouldn't we use that money now and today to help literally dying people rather than invest in things for returns after 3-4 decades.

US don’t worry about debt as far as $ is reserve world currency; only few trillion $ is external debt and rest is internal- it’s like putting $ from left pocket to right pocket. Warren Buffet also said similar to this effect few years ago.
