personally i don't see this as the company's fault. this is the stupid australian government trying to shift the blame. if they had either developed the roads themselves or signed a more reasonable contract with Transurban to start with then we wouldn't be in this situation. You can't make an agreement just to fool someone into building things for you then renege on your deal. I don't see any way this will survive a court challenge.
at the same time if you make toll roads cheaper then more people will use it resulting in more congestion and defeats the purpose. -
Last time I drove to the Sydney CBD from Newcastle I paid $30 EACH WAY in tolls. It's a wrought. Toll companies should be dissolved.

The joy of privatisation. It's ridiculous how expensive toll are in Australia. The government is supposed to work for the people, not private enterprise.
