Manish Bhatt, a Senior Policy Analyst with the Tax Foundation, came before the Louisiana House Ways and Means State Tax Structure Subcommittee on October 3, 2024, to shed light on the state’s tax policies and offer suggestions for improvement.

Louisiana’s tax system is in dire need of reform to keep up with the changing landscape of tax structures across the country. As states compete for capital investment and residents, Louisiana must remain competitive. The Tax Foundation’s State Business Tax Climate Index compares and ranks each state’s tax structure based on five components: individual income taxes, sales taxes, corporate income taxes, property taxes, and unemployment insurance taxes. Louisiana currently ranks 40th on the Index and shows significant room for improvement.

National trends indicate that numerous states have restructured their tax systems in recent years to boost competitiveness and attract investment. Louisiana stands to benefit from similar reforms. Transitioning to a single-rate income tax system, recognizing S corporation status, and adopting permanent full expensing for businesses are vital steps to enhance Louisiana’s tax structure.

Other areas for improvement in Louisiana’s tax code include uniform sales tax administration, broadening the sales tax base, and removing the transactions threshold for economic nexus. Removing the franchise tax and inventory tax would also significantly improve the state’s competitiveness.

Comprehensive tax reform is crucial for Louisiana to elevate its competitiveness and create a growth-oriented environment that benefits both the state and taxpayers. Implementing these reforms would bring positive outcomes for Louisiana’s tax structure, ultimately positioning it as a more attractive hub for businesses and individuals alike.
