This is not random. Every time one is arrested, they are being educated on our police reaponse, our judges overworked, our jails overcrowded, the system and how long ot takes to get out every time, how serious the punishment for committing crimes in this country actually are not (from their persoective). They are spying on our system to find the cracks. Police response is a big one. It's reconisence.
